This is a common problem, luckily there are some community solutions available for you to try.
( Easiest solution) You could try downloading CnCNet online which fixes the compatibility problems for you.

Alternatively the graphics system patch DDWrapper is known to solve some graphics issues on RA2. You could try that.
Download the zip file and extract "ddraw.dll" and "aqrit.cfg" into your game folder. Then, open the configuration file "aqrit.cfg" in Notepad, change the "ForceDirectDrawEmulation" option to 1, save the file, and the game should work.
