Changing the actual game resolution won't make the units, buildings etc any larger. The only effect of changing the game resolution is that you will get a larger visible playing field.
Normally, the game should stretch any resolution to your monitor size. If it doesn't, that's generally due to your graphics card options. You can often also affect this by changing the compatibility mode "Disable Display Scaling On High DPI Settings".
As for changing the actual resolution... In your Red Alert 2 installation folder you will find RA2.ini for Red Alert, and RA2md.ini for the Yuri's Revenge expansion. In these files you should have a [Video] section. If it does not exist, create it. Under it, you can set the screen resolution by modifying "ScreenHeight" and "ScreenWidth". To enable higher resolutions in the ingame settings, add "AllowHiResModes=yes" to the section.

I'd look into getting it to properly stretch to fullscreen first, though.
It helped, but the game shows about 5 fps so it makes the game unplayable.
