Try to (re)install DirectX9 update package. This should install any missing DX9 files:
- Most likely you can find Dx9 installation under your Red Alert 3 game's installation folder...
- ...or (if you can't find it) you can download it from here https://www.microsoft.com/en-us/download/details.aspx?id=8109
- then find "DXSETUP.exe", and run that to install the missing components.

I have tried installing DirectX from the Windows site and from the RA3 folder after it downloaded. No luck. I can run C&C 3 (after installing dx from it's folder) so I'm certain I do have d3dx9_35.dll, since I noticed it get installed while running DX installer from C&C3 folder. Also tried uninstalling and reinstalling RA3. Still no joy.
This website has a nice fix. I downloaded and installed it. All of a sudden, Red Alert 3 was working through the Origin game client. It did not seem to have viruses either.
