string manager failed to initialized properly

Hi, i am attempting to install Red alert 2 but get this error string manager failed to initialized properly when trying to run the exe. I have given it administrator priviliges and compatibility mode Windows 98/ME. I amd running Windows 7 Home premium. Is there a patch and other fix. Please help

This error is related to the lack of admin rights, the game fails to register blowfish.dll. It could also be your anti-virus program blocking the game.

I made a fix for Tiberian Sun to solve this problem, but it also works on Red Alert 2. Try it out if you cannot get it working manually
