Expansions weren't "officially" released, but the community (well, initially probably mostly me, actually) basically decided to ignore that detail, mostly because they're really just mission packs anyway, and they did release the expansion to Tiberian Sun when they made that game freeware, so it made no sense not to do the same for the first two.
The unofficial patches created for the first two games simply include the expansions, and more; in my C&C95 patch I also added the bonus missions from the Playstation and Nintendo64 versions of the game, which were exclusive to their respective consoles. Given the fact the EA C&C community manager (back when we still had one ☹️) actually gave me the Ultimate Collection as thanks for my patching work, I doubt EA minds much 😉
The best distributions to get for Command & Conquer 1, Red Alert 1 and Tiberian Sun are the community packs from the C&C Commmunications Center / CnCNet community. They include the aforementioned unofficial patches, which fix a lot of their bugs and compatibility problems. You can find them here:
