I think you're confusing "gifts" with "transfers". As far as I know, if you want to gift games, you have to purchase them as gift.
You can't just transfer a game to another account as gift; once a game is tied to a specific account it is licensed for that one user only.

I get the same issue as well, it says view the game in library but there is no option to buy it as a gift.
