Broken Menus

The dead space remake has this maddening issue with the main menu (and potentially more menus) where I get 100+ FPS and sub 100% GPU/CPU utilization but suffer immensely unresponsive menus, to the point where I can barely click options. In most cases it takes 10+ clicks to get a response in game.

No overlays but the standard nVidia experience overlay (and when thats brought up the mouse is extremely slow and unresponsive in that as well.

Drivers are updated, game files have been verified, no other game is causing any issue as far as I'm aware, is there any fix for this issue or has anyone even had a similar problem
