DirectX Error - e_unexpected("Unexpected failure")

The directx function res fails with e_unexpected("Unexpected failure"). GPU. NVIDA GeForce GTX 1660Ti, driver 52737 black window display error.

Date this issue started (is it still happening?)?: Tried launching 3/7/2023, same day I am making this. Tried all other "Solutions"

Is anything else happening? Black screen in windowed mode, then the directx error.
