PC - FPS is fine but issues with camera movement and input lag

I searched every possible forum but did not see anybody report the issue I have.

System specs:

RTX 3090 updated drivers as of 05/23/23

AMD Ryzen 5800x

Game is installed on Samsung 970 EVO Plus 1TB NVMe M.2 Internal SSD

The issues are laid out below, and the entire time there is no issue with the FPS.  I did a benchmark in Afterburner and the FPS shows no frame skips, running at 70-90 fps 4k.  Trouble shooting involved every resolution on every level of graphical detail but the below issues are consistent throughout.  These issues only occur with Dead Space.  Every other game runs fine. 

I initially purchased over Epic Games and returned it because of the issues.  I thought maybe it was because of the launcher, so i re-downloaded it on Steam using the 1.5 hour trial to further trouble shoot.  Same issue persist.  

Communication between the mouse and the game

From the moment the Dead Space application launches, it does not read any inputs on a quick click of the mouse.  I would have to hold down the click for an entire second for the game to read it.  Example, navigating around the menu requires me to click and hold the mouse button down for 2 seconds on a menu item (ie. hover cursor over "Settings", then click and hold the click) for the game to know i'm trying to get in that menu option.  But there's no delay in the cursor movement.  When navigating the menu, though there's no delay in cursor movement, the game won't "respond" the cursor hovering over the menu item unless i kept the curser over it for 2 seconds.  

In game, the camera movement of the mouse is a slideshow but with the FPS still running high.  If I move the mouse continuously to move the camera around, it seems like the screen updates the camera movement only on every second, dropping massive amounts of frames from each time the screen "updates" where the game would display the appropriate camera position.    If i walk forward by pressing 'W' but not move the camera, no frames are dropped.  But once i move the camera, massive frames are dropped with the screen updating after the second has passed.  

Communication between the keyboard and the game

In menu, similar to the mouse issue the game won't read a quick click, the game doesn't not read a quick key press.  I would have to hold the key for a response... like pressing 'esc' to get out of the menu would require me to hold the esc key for 3 seconds (or click and hold the cursor down on the 'esc' UI button).  

In game, there's an input lag between the movement of Isaac and the keyboard of around half a second.  W, S, A, or D is pressed then movement occurs half a second later.  Quick key press of either keys won't trigger a response, but requires to be held down.

Please somebody assist!
