I had a save where I could reproduce this problem consistently, just played it twice post patch and it actually seems like the issue was fixed.
Traversal stutters have not been addressed though, they seem to be of the same intensity.
Edit: Nevermind, still had my framerate drop to 12 fps after picking up a gun.
That's disappointing.
Almost as disappointing as EA almost completely ignoring this thread.
