Okay, its really hard to find a good example of what I'm seeing since most people in walkthrough videos run around very erratically. I did find a couple examples, though. Let me know your thoughts. Maybe its just me seeing what I want to see.
Set the video at 720p if you can to see it easier and fast forward to 1:00. Look closely at the collar when he walks out.

Here's another example. Same as before set at 720p if you can. Fast forward to 5:30 and watch for about 30 seconds and watch the collar. Sorry about the language in this one.

You are not "seeing things", although the euphemism is kind of funny considering this is Dead Space we're talking about.
Quip aside, the fur is clearly moving up and down in that video. You're right that it is a minor issue but it does add to the cinematic quality. They clearly intended to do it; rarely does something happen in programming that is an accident *and* beneficial.
I will not be home until late tonight so I may be unable to reproduce this issue tonight. Time is a casualty of having two jobs.
In the meantime, what video card do you have? What video setting do you have the game on?
I have an Nvidia GTX 570 using the latest beta drivers. I have every graphics setting at its highest respective setting including soft high shadows and SMAA anti-aliasing. I play at 1920x1080 if it helps. I have toggled around these settings to see if it helped the problem, but the fur was still unresponsive.
Ironically I have the exact same video chipset (eVGA GTX 570 SC). I will let you know if it happens on mine. I'm using the most current non-beta drivers.
