"Dragon Age II has stopped working" Error during launch.

I can't seem to get Dragon Age 2 to start.

My computer is a:

Dell Inspiron 3135 3000 series

QuadCore AMD A6-1450 APU with Radeon(TM) HD Graphics @ 1 GHz (1.4 in Turbo)

4 GB Ram

AMD Radeon HD 8250,

512 VRAM

Windows 8.1

DirectX 11

I tried starting the game using the launcher, starting the game via the DragonAge2.exe, I  started the game via AMD Gaming Evolved,

starting the game with Win 7 Compatibility, Win XP Compatibility, & Win Vista Compatibility, starting the game with directX 9 and 11 starting the game as admin, uninstalling, rebooting, redownloading & then reinstalling.

Before I installed the game, I updated my AMD drivers (video and cpu) to the lastest available drivers. Everything on my computer is up to date.

When I try to start the game I see the message "Dragon Age II has stopped working" with the info I pasted below:
