Dragon Age: Inquisition missing DLCs when I try to load save

Exactly what the title says. I click continue on the menu screen and it says something along the lines of "this version of the game used DLCs, you don't have them" and lists the DLCs I "don't" have. I do have them, that's how I've been playing this entire time. My Xbox PC game pass subscription ran out and I renewed it, ever since then I can't continue my saved games. 

BTW I do use mods and I have the GOTY version of the game, which comes with all the DLCs because of my EA/Xbox game pass subscription

Edit: I removed my mods for the time being, but the game still won't recognize the DLCs

Update: The "missing DLC" issue has been solved, but a new problem has arisen. The error window at the start menu now says that my saved patch is a newer version and that I need to update to the latest patch. I found another post from five months ago detailing the same issue, and they were able to solve the issue.

I tried the steps in one of the replies, but when I got to the Admin Command prompt and pasted the file path, it said it wasn't recognized as an internal or external command, operable program, or batch file. I then went to the Windows PowerShell, and it kept saying the term insert character is not recognized as the name of a cmdlet, function, script file, or operable program. But when I just type "C:\Program Files\EA Games\Dragon Age Inquisition\Update\Patch\" it doesn't give me a success message or an error message.

    You should leave it that way until the game works normal again. 

    Please clear your temp files:

    • Press the Windows key and "R" at the same time to open the Run dialog box.
    • Into the new window, type or copy & paste:  "%temp%"  (Without the quotes.) > hit "ENTER"
    • Now your Windows Explorer should have brought you to the "C:\Users\>your user name<\AppData\Local\\Temp" folder. > Delete all files and folders in it.  
      (If some files or folders can't be deleted, reboot and try again.)

    Then:

    • Go here and download "Revo Uninstaller. (The freeware version, Portable version works too.)
    • Run "Revo Uninstaller" > EA app.
    • At the end of the main uninstall, Revo will ask you which cleaning method you want to use. > Select "Advance" > Browse.
    • If "Remaining registration content found" is displayed > Select All > Delete > Next
    • When "Remaining Data and Folders" is displayed > Select All > Delete.
    • Restart the PC
    • Download a new EA app setup exe from here. (Do it even if you already have the installer!)
    • Install EA app.
    • Run EA app as Administrator > Click the EA app shortcut on your desktop > Run as Administrator. 
    • Repair the game again. 
    • Test.
