Thanks to everyone who shared. As suggested I've been exiting tactical camera but I then attack an enemy to unfreeze the character.
Yes I have this problem with my player character, a dual wield rogue.
Sometimes telling them to backstab works to get out of freezing.
After combat they unfreeze.
