Preload Download Progress Keeps Regressing

That's basically a coding error - because of the download regression issue, the value you're seeing is affected by something known as "integer underflow," or overflow, or wrap-around. Basically the value can't go below zero, so when the download progress regresses below 0%, it loops back to the largest possible number that value could be, which on 64-bit systems is 2^64 bytes, or (if you do the math) approximately 16.777 million terabytes.
I saw the same thing on my end when this regression issue happened, and I'd guess everyone did. It's not a separate problem, it's a symptom.
Oh, and those that want to buy a physical copy to fix this, don't bother...the physical copy still requires a download via Origin.
