PS4 Dragon Age Inquisition won't load save files

I just upgraded my PS4's hard drive today and reinstalled the game (have retail copy) and downloaded all my save information. Now the game won't load any of my 5 saves because it says it needs to finish installing. It is completely installed & I know this because I have looked at the file size under the information tab & it is at around 44.28 GB which is the full file size. I have even made sure to re-download the add-on content I had. Multiplayer is also unavailable but it will let me start a new file.

Please tell me there is a way to fix this or that it will be patched. I have 40 hours into my character & it would be awful to lose all that. Please help!!!

    This was a good tip!

    My friend had this problem as well, she had deleted
    her Downloadable copy( for a disc-one, but still found out they take the same amount of space). And loaded the game, and not play it for a lenght of time. After starting the most recent safe the game kept telling, that it cannot load the file because ps4 is STILL loading (something).

    Loading only trophies didn't help yet (but we had to try to do this as well). Before launching we had to also check if we'd downloaded all the DLC she had before,
    BUT to check if the game was in it's latest patch.

    Ps4 informed us we did, but the game was still loading something at loading a file. So we went to info in the Ps4 panel, went to the latest patch in the download-list and started the game from there. After that it worked perfectly.

    So for all the people who have this problem: check your trophies, your dlc and the game patch manually before loading the game-file again. Start the game from the patch-file, if you need to.

    Ok people i got mine to work and hope this works for you guys, on your ps4 got to setting>psn>activate as your primary ps4 and it worked

    My PS4 was already activated as my primary and I still had this problem after I upgraded my HDD. Deactivated my console as my primary and reactivated it. Didn't fix it.

    Yeah, I have this exact same problem too. Upgraded my HDD. Reinstalled the game, patched it and now it refuses to load my save games due to my DLC content not being installed. I renewed my licenses and set the console as my Primary etc.... The issue here is that there is absolutely no way to redownload the DLC. It is not listed under the "Additional Items" section for the game on the PS4 dashboard. 

    I have spoken to a "game advisor" they basically said "tough luck" and then tried to give me a 15% discount voucher for Origin on PC which wont do me any good on my PS4. EA is the worst when it comes to customer care......

    I just had this same problem. It wouldn't let me continue or load my game. Couldn't play multiplayer either. It would let me start a new game... But I'm 55 hours in no thanks. I updated everything, downloaded the multiplayer update and it still says installing update can not load.

    I ran into the same problem and got it to work.  Here's what happened / what I did. 

    After backing up all my save data to the cloud, I installed a new HDD in my PS4.  After reinstalling the game and updating (I had a physical copy of the game) I downloaded my saved data from the cloud.  When I started the game and tried to continue where I left off or load a save I got the error mentioned in OP about not being able to load the save file because the game was installing even though the game was fully installed.  After searching I tried reactivating my licenses through the settings -> PSN account management menu but this did not solve the problem even after restarting. 

    I deleted / reinstalled all my save data from the cloud and this did also not work.  On a whim I went to the overview and checked my trophies for the game.  When I did this, the game sort of synced my trophies (there was a progress bar that said something but it went by really quick).  After going back into the game, everything worked properly and I was able to load my game. 

    It may be that the game doesn't think it's fully installed because the trophies have been synced.  This worked for me, hopefully it will help others out there as well.  Good luck.
