I am also having the same issue, I'm on PC. Specifically it seems tied to hair strand physics, and the lighting applies differently in gameplay vs cutscenes.
In cutscenes, the hair appears correctly with hair strand physics on. But outside of it, most hair seems very dark and almost black.
Examples here, shown on Harding.
Shown above: Harding, hair strand physics turned OFF, in gameplay. Note that her hair is the correct red.
Shown above: Harding, hair strand physics turned ON, in gameplay. Note how dark it is compared to the above.
Shown above: Harding, hair strand physics turned ON, in a cutscene. Her hair appears the correct color in cutscenes only.
I've noted this on a lot of different characters, especially Taash and characters with lighter hair.

Hey Everyone,
I wanted to check if this has kept up for anyone after the most recent patch?
- DJBobLoblaw9 months agoNew Rookie@EA_Illium Still happening to me on Xbox Series X after the patch, no improvement.

As an aside, I have also been having a hair glitch that seems to be the total opposite with the hair being TOO bright. It happens in a few areas, both in and out of cutscenes, but is most prevelant on Antione and Evka in the Hossberg wetlands. Just right beside where they stand, near the candles.
