I am also having the same issue, I'm on PC. Specifically it seems tied to hair strand physics, and the lighting applies differently in gameplay vs cutscenes.
In cutscenes, the hair appears correctly with hair strand physics on. But outside of it, most hair seems very dark and almost black.
Examples here, shown on Harding.

I've noted this on a lot of different characters, especially Taash and characters with lighter hair.

Same here. Ps5 user. Pretty much black in all gameplay with white haired character.

I have the same issue with my blonde Rook. Mostly in Arlathan forest, her hair turn to dark brown or completely dark. I am on PC and the game is on an SSD. I also have RTX4070 and Intel core I7 14700.

As an aside, I have also been having a hair glitch that seems to be the total opposite with the hair being TOO bright. It happens in a few areas, both in and out of cutscenes, but is most prevelant on Antione and Evka in the Hossberg wetlands. Just right beside where they stand, near the candles.

I am still having this issue as well. I am on PC and my game is on an SSD. Here are screenshots I took just before posting. Same character on same map, First 2 just literally walked a few steps into and out of direct light and that is what the hair looks like. The 3rd is with some slight shadow on one side. It is just so jarring.
Taash had this issue too on my first playthrough. Their hair was white, sometimes more light grey in cutscenes. But running around in world their hair was black. I actually had to ask my friends what color their hair was actually supposed to be and if they had the same issues because I was so confused.
I am running on an AMD RX 6750 XT, 12GB Vram, Ryzen 7 5800X @ 3.80 GHz, 32GB ram. Game is on a 2TB SSD.

Still happening for me on PC, Strand Hair is on.
Bright haircolors look too dark if they are not directly lit.

Still occurring for me 11/15/24. Playing on pc with the following specs: rtx 3060 ti, ryzen 7 5700G, 1tb m.2 ssd, and 128gb ram. I made no changes to my rook between these two photos.

Still happening on Series X after patch. Light hair looks almost black during gameplay. Only looks the right color in cutscenes and in CC.

I'm getting it on Tash since the last patch where she is bright white all the time now no matter what hair setting or graphics settings I play with.

In Patch 4, there were a couple of updates to hair but I see that some players are saying its happening on other characters in the game.
- Fixed an issue with Rook’s face and hair changing drastically when a save is loaded.
- Fixed an issue with certain longer hairstyles that floated above Rook’s chest and shoulders.
If you can, make sure the game is updated and test it out in the Mirror to see if other hair colors and styles still have the issue.
