how to get chest

I have looked a lot online for how to get a chest with a normal chesty icon that doesn't seem to be one of the 13 near Desmal on Crow's Road rooftops in Treviso Canals (top center), there's an unansw...

    I believe you are locked out of that chest if you saved Minrathous instead of Treviso.  But it doesn't count towards the map. You can still 100% the map without getting that chest. If you do all the side quests and main stores to get Treviso to 100% you will complete the map and that chest just disappears.
