The classic workarounds for controller related issues are 1. Disabling Steam Input; and 2. Disconnecting peripherals (e.g. mouse and keyboard from your source PC).
Alternativey, have you tried third party Steam Deck streaming software, like Moonlight (for Nvidia GPUs) or Sunshine (for AMD)? I haven't tried it myself, but I hear that in general it works better than Steam's own remote play.

@Fred_vdp You can't disable steam input when using a steam deck or remote play. I don't have moonlight set up because I don't like using it. Steam remote play has always worked just fine for me, moonlight has always been more of a hassle. I was told to post it on this forum by support. I did try disconnecting all other peripherals but the problem persisted. It's only with dragon age the veilguard, every other game I play works just fine still.
