I definitely think having more defined personal values would benefit the game. I was a little annoyed when I played as an elf and the game just sprung on me that Rook was not raised Dalish, so the vallaslin I picked for her just made her look like a poser. I wish the game didn't make that choice for me.
I don't necessarily think these options should be in character creation. Inquisition had some dialog options where you could shape the Herald of Andrate's past and beliefs. e.g. Is Trevelyan on good terms with their family? Does Lavellan intend to go back to their clan? Choosing early on whether the Herald believes in the Maker also affects dialog choices throughout the game, even right before the final battle.
So that would definitely be nice. It's too late now for Veilguard, because that would require a lot of additional writing and recording, but I hope they consider it for the next one (if there is a next one). I think they did a pretty good job with the factions affecting dialog choices, but the race/lineage should be more than just a character skin.

My elf this time around is a Lord of Fortune, and I had a chat with—I can’t remember which companion—where it was revealed that I was apparently a slave. The few choices that are offered even now don’t feel very clear.
You're absolutely right—my suggestion is just one of the many ways dialogue choices could have a greater impact on the game. The core issue for me is that, as it stands, I don't feel like any of the choices truly carry weight. I'd love to see a system where our decisions, whether made in character creation or throughout the game, shape the narrative and gameplay in meaningful ways.
I did love Inquisition—I’m apparently one of the few who enjoyed the open world—but I felt like our choices had a bigger impact on how the story unfolded.
And yes, I also believe it’s too late for Veilguard. Here’s to hoping they adjust this for the fifth game!
