The developers have commented on this feedback in their Reddit AMA ("ask me anything").
"This is something we've investigated, but because this touches our save file architecture there are no plans at this time to increase the limit." (Source)
I don't know how their save system works, but I do find it odd that they seemingly can't increase it on consoles when the limit is higher on PC, and a player was able to mod the PC version to increase the limit.
I do hope they change their minds since there's a high demand for this, and they did say "at this time."

I really hope so. I was really upset to have to delete my first character. They really didn't pay attention to how a lot of us play or keep characters on this one 😭

Thank you so much for the information. I’m aware of mods, but had no idea about the developer community's comments regarding save slots. Also, I’ve been trying to install a mod for this, but I’m struggling a bit. I managed to install Frosty Manager, waited for the game to launch, but the main issue arises after I add the mods to Frosty Manager and try to run it through Manager (bcs of modding). I get the following error message:
"Access to the path "C:\Program Files\EA Games\Dragon Age The Veilguard\ModData\Default" is denied."
When I try to open the game folder directly to locate them and wanna delete the ModData folder, I can't actually reach that folder at all. I have no idea if it is or not possible that EA ModData folder elsewhere, but I have no idea where to look because I can’t access it from the direct game location. Looks like Steam has it directly, but i do not have game from steam, yk.
I’m disappointed because I really want to have more save slots, and this is probably the only mod I’d like to use for now. Unfortunately, I can’t get it to work with Frosty Manager. Thank you anyways for info, I really do appreciate that. :3
