I am having this exact same problem on PS5. Have now purchased ~6-7 of these items that boost health, damage, defence and resistance. Each buff disappears after you load the game (e.g. after a death).
Also applies not just to the items in Treviso, but also from faction vendors (e.g. Veil Jumpers in Arlathan) and from merchants in Minrathous too.
Extremely disappointed by this, because I've been choosing not to purchase any gear until I've collected a few different kinds and discovered what build I want to use, but have always made sure to purchase every single one of these I've seen because they are meant to be permanent improvements to your character.
Same issue also on PS5. The game has been enjoyable and technically sound outside of this bug so far.
