Im having the same issue, have u found a fix yet?
I just discovered that if Rook has the "unyielding stone" amulet on, they can't dodge. It says it in the description. I feel silly now, but I just tried taking it off and it worked like a charm. Mildly annoyed, but happy that I can now win my pride back in combat.
