Bug in the Lighthouse Puzzle - Missing Pedestal and Whisper Bug

I experiencing a bug in Dragon Age: The Veilguard related to the Lighthouse puzzle. After completing the Music Room puzzle and opening the portal, the pedestal on the balcony does not appear. Despite the portal being open, there is still a whisper (wisp) on the external balcony that I cannot interact with.

I have already progressed to Chapter 10, but the third puzzle is still inactive. I have checked and completed the previous puzzles and positioned the wisps I found, but the game seems stuck. I do not have any earlier save files to reload, so I cannot restore progress.

I have tried fast traveling away and back and interacting multiple times in the area, but the pedestal still does not spawn. This issue prevents me from advancing further in the Lighthouse questline.
