Can't place the statues for Regrets of the Dread Wolf

Hi, I found a number of the wolf statues you need to unlock memories before starting the Regrets of the Dread Wolf Quest.

When I started that quest, I was able to place the one that you're given, but none of the others I had found before starting it (the shelves aren't glowing or anything, just like they were before starting the quest). I found another of the statues also after unlocking that memory, and I can't interact to place that one either.
