After one day of trying to fix this issue,
My problem Fixed (i do not know what helped 100% but below points are what i did)
-Updated BIOS
-Removed Drivers by DDU and install newest one by Nvidia App
-Increased Virtual Memory(i do not think this helped but some other person also suggested it) (32 GBram increased by 48 GB)
-Automatic Fine tune Clocking from Nvidia app (i also do not think this helped)
-Opened Compability mode and selected windows 8 , always with admin rigths and closed full screen optimization
(Just go to game folder right click on games exe file and do these)
-Always restart pc after making changes
-Did not deleted shader cache files or folders
Only problem i have rightnow is: at every start it took like 3-4 min to loading shaders
My diagnose for this problem is they messed it up on shaders code , other than that game runs pretty smooth at 60fps on High/Ultra
One other thing that annoyed me is, it is alwaays rainy :d
I've tried almost all the things you suggested here, but they all don't work for me. Only updating BIOS I haven't tried because I don't know how to do that and I'm afraid it will mess up my computer again. I've tried so many things to fix it that I couldn't run my other games anymore either and I had to reinstall Windows to fix it (I think because of DDU), which didn't solve the issue with Dragon Age either by the way. Don't feel like doing that again. Hoping EA/Bioware or Nvidia comes with a solution for this...
