I bought directly from Steam to begin with, thankfully, so I don't know. But there shouldn't be any cross-platform issues if you were to repurchase through Steam, at least. Unlike previous DA games on Steam, Veilguard doesn't use the EA App as a go-between at all.
That's really good, honestly after using the EA App my entire gaming life for all EA games I've stopped purchasing anything from there after this issue happened. I will never use that app again to buy anything from EA. I just don't understand how they can get away with not providing us content we paid for.. isn't that like illegal lmao?

Me neither either it’s available on another platform or I won’t buy it, never using EA App again. I’m thinking of trying to get a refund of at least the difference between the standard and deluxe edition because despite buying the deluxe edition I only effectively have the standard version.

It feels like it should be, but I'm sure there's some kind of flimsy waiver in the ToS or something lol (which doesn't hold up in court, for the record, but most of us don't have the resources or wherewithal to file over something like digital goods, so...).
Regardless, I agree. The app was never good, but it's been exponentially worse ever since the overhaul/rebranding. I was so relieved when Steam finally got access to the other games in the series -- and then disappointed again when it became clear they still required EA App to launch (to this day, I can't get DA2 to even run unless I switch EA App to offline mode, for some ungodly reason). I'm just so glad they wised up and cut out the dodgy middleware for Veilguard, at the very least.

What i find strange is the fact the DLC is not like separate content. It seems to me it's more so already in every persons game but it is unlocked from EA's end to show up in the game. You can't install and uninstall it separately and I think that's where the issue comes in with those of us who don't have it showing up. If it was like normal DLC where you can download it then this issue would not have been a thing.

I noticed that too; it seems to be the same on Steam. Before I bought the Deluxe skins, for example, there appeared to be invisible slots for them in the wardrobe (there was no crossed-out slot for them in the respective menus themselves, but companion collections would say you were still missing one from each slot in the sidebar stats -- or two, for the armor from whichever Hero of the Veilguard route you didn't choose for them). As I understood it, even the free Watcher weapon skins had been data-mined before their official release (still very thankful that that "DLC" now grants access to the wardrobe as soon as you get to the Lighthouse though lol).
I wouldn't be surprised if all that created some kind of internal communication issue with whatever flag normally tells the game that you have the items in question. I'm relieved this problem didn't carry over to Steam despite the similar setup, but my heart goes out to the EA players this has been plaguing, especially with prices being so inflated. You're owed what you paid for, simple as that.
