More or less just that - every time I start the game, my frame rate cap, which I manually set to 30 since I'm on the lower end of the spec ... spectrum and it helps CPU usage, resets itself back to "uncapped", which means CPU usage brutally spikes until I go into the settings and change it back to 30 again.
Yep, same issue here. The frame rate limit setting is not saved. Every time I restart the game it is set back to uncapped.

No. It was also not addressed by the first patch. Kinda frustrating it hasn't at least been acknowledged as an issue.
Adding my voice to say I've got the same issue and would like to see this fixed. Still happening as of Patch 3.
