Minor spoiler for mission name, that's it. Had to return to the lighthouse for "A Change on the Wind" and after teleporting, the cut scene does not happen. I tried walking around, falling off the map, loading an earlier save file, and even uninstalled and reinstalled the game. Nothing triggers this cut scene, so I can no longer move forward in the campaign.
Another report back: Not fixed as of Patch 3 ( November 21st ) that just released.
If by chance this should have been fixed in Patch 3 ( November 21st ) - it sadly is not. Do you have any news to share as to what the people having this issue can expect or if they can expect a bugfix at all? I assume this isn't trivial to fix but any news regarding what people should do or can do would be greatly appreciated. Thank you in advance!

Here are about 60 csav files for my only character going back to launch; no pw needed
I can only provide you with about two handful of saves, as I generally save a lot manually to overwrite my existing manual saves. In the ZIP you'll find some autosaves, decision saves, the actual bugged save and one particular save that's about 3 hours before I started either of the main quests that were relevant for the bug itself namely the aptly titled one "02" save file. Hope that this helps in some way.

Eureka! Because I am once more reporting back after the release of the newest patch.
This issue has now been fixed as of Patch #4 ( December 4th release date on Steam, can't check for console release but I'd imagine it's out there as well )! Please try to load your saves again where it's bugged and you should see the conversation with Davrin start up as you load up your save. It did for me so thankfully we can continue.
