Have you tried pausing your antivirus software to see if that helps? In the past, Inquisition has also had some problems launching with certain antivirus software and it looked the same: black screen, then closed again.
If you want to be more thorough, you could try a clean boot. This ensures Windows runs with minimal background processes. If this allows you to run the game, it means a background process interfered and you can start figuring out which one it was.

Thanks for the suggestions. Tried both and still no luck. Had disabled antivirus (Windows Defender) and firewall as well as added the game to any exceptions. Also tried unplugging any USB dongles and hardware just in case.
Not sure if it is relevant or how it is supposed to run, but posting the below information as well. When launching the game the black window opens with "Dragon Age: The Veilguard" in the window title, but then quickly disappears and remains blank before closing. Watching the Task Manager during this, the Veilguard process loads with 17-18 sub-processes. That number decreases by 2 or so every few seconds until the game disappears completely from the list.
