Health bar

My health bar doesn’t go up when I use any of my potions and when it goes down it stays down I’ve tried restarting my consul but it doesn’t work. I’ve even tried loading into different saves but the same thing happens does anyone know how to fix it thank you.(I have an Xbox not sure if that has anything to do it with it)
