High amount of blur while movement (Xbox Series X and PS5)

On performance mode, if im moving with the character, everything becomes very blurry. If i stand still for 1-2 seconds, it sharpens everything out. This is one of the most annoying thing ive seen in a modern performance mode so far. Basically the image quality is changing in every second because of this. Motion blur is turned off! 

Looks like AMD FSR is too high. This shouldnt happen. No amount of TV sharpening can fix this.
