Inaccessible chest in Dock Town (Bug)

There is a chest in Dock Town that is no longer accessible after a certain choice is made in the game, due to the main base being moved. Now, the chest in the attached image is inaccessible and there is no way to get it or obtain 100% completion on this game file. 

This is ridiculous as it makes the many hours we have spent on our save file completely pointless, as this has now essentially become a ‘missable’ item that we can no longer access. I honestly thought this game did a good job of having no missable items until this point. 

PLEASE FIX THIS OR SUGGEST A FIX!

    Confirming this is still an issue. If you don’t pick it up during Shadows of Minrathous, and later choose to save Treviso, this chest gets locked out. It’s the only chest that is “missable” in the game (unless there is one in Treviso that also gets locked out that I’m not aware of). Sitting at 99% completed of all Thedas maps. So frustrating.
