Unable to obtain legendary bandits bulwark

Question

I have 100% on every location and have gotten up to epic so i don't know if this is just me being an idiot or its actually a bug but i cant seem to find where the last pickup location would be and also it isn't the one sold from Vorgoth as i got that one and also have every shop maxed out so it isn't any of those

ag2mhnh89z9u From my understanding, that item is randomly found in chests. Check out the Wiki and see if it helps. We know where, we just need the how.

But also, The Bandit's Bulwark can be purchased from the Mourn Watch Faction Shop for 600 Gold. At this point, you should have enough to get that. Is it not showing up there?
