INDEX FILE - An error occured while trying to complete your request

At the splash screen when it says to press any button I immediately get this error and cannot progress beyond this point.  I've reinstalled the game, and moved it from hard drive to hard drive.  I've disabled all firewalls on my computer.  Nothing seems to help right now.  Has anyone found a solution for this yet? I've seen a ton of posts but nothing with a concrete fix.
