Keep getting stuck in an area after I complete a quest.

This has happened to me now 3 times. After I finish a quest I'll be set back to "free roam" but I'll be locked into a small area around where the game dumped me after the quest. If I try to go any farther it's like I'm running but not moving.  Reloading from an earlier save doesn't help. 2 of the times I had to fast travel to the Lighthouse and back through the Eluvian. The 3rd time that didn't fix it so I just gave up and quit.
