Unfortunately I think the romance being locked out is intended. I have 2 rooks, one a shadow dragon romancing Lucanis, the other a warden romancing Neve. Both of them completed all companion quests for the companions (Bidding Farewell wasn't shown in completed log)
It was difficult to tell since SD Rook has a largely different conversation with Neve when saving Treviso, but both Neve and Lucanis have a clear part at the end of the conversation where they ask about the other companions. Lucanis has a unique line added when you've flirted before (Rook... No more. Not after this. I don't have the heart for anything but helping my city...). To me, with his romance getting locked out after that, it reads as a break up line. I didn't notice a similar line for Neve when she was romanced.
To me, this reads that the romance is intended to be locked out, at least part of the time. The only thing that reads as potentially bugged is Bidding Farewell not showing as completed in the journal. I'll note that I also did a save with the SD Rook where I didn't do Bidding Farewell, it showed up as failed in the journal and I got the exact same dialogue with Lucanis

Wow. I got that line too, but didn't put together that this was a hard end to the romance. It makes him romancing Neve afterwards even more insulting since she's a Shadow Dragon too. I wouldn't mind the romance lockout if saving Treviso was truly equal to Minrathous, but it isn't.

not only is it not equal, but it's never explored why that is the case for him but not for Neve, and him romancing her afterwards is, as said before, insulting, ridiculous and just weirdly cruel to the player. what a truly bizarre choice.

Agree with everything here.
Honestly, I wouldn’t mind even if the lock choice on him was on purpose because of his personality. What was the punch in my gut was him romancing Neve after, it feels exactly like people said here, insulting. Like he’s not okay only with the Rook? If Neve was in the Rook’s place, she would make the same decision without thinking twice, so it feels just personal and not about his personality or trauma.
Unfortunately I don’t think they’ll back down or change this decision, so I stopped playing my Shadow Dragon and will wait for them to release a mod on the fandom that allows us to do it. Which is just sad.

incredibly sad. i havent felt the same enthusiasm to continue my shadow dragon rook since i found all of this out. the only thing pushing me to finish is to finally see the solavellan ending ive been waiting ten years for and bc this is my 100% run. i agree with everyone here that it feels incredibly personal and an insult to our rook when lucanis still gets with neve despite everything. i really dont know what the devs were thinking and i wish we could get some answers

Oof, I remember that line, but I guess I tried to convince myself it was a temporary thing at the time. If it is intended, I maintain that it is a bad choice, especially since nothing about the characters (Lucanis and Neve, respectively) tells you why that is the case.

I also think I registered "Not now" instead of "No more", tbh, now that you've reminded me and I'm thinking about it. Seems very easy to miss.

If I'm right that this is the intended breakup scene/line, I don't think it's done well. The focus of the scene is on Treviso's suffering and the Crows/Lucanis's reaction to that. It's not super clear that it's about the romance or that it's ending things permanently, particularly given that you've barely begun flirting then. Plus the logic doesn't make sense since he can enter a relationship later on, just not with Rook apparently

Did you finish the whole playthrough with the shadow dragon rook, or are you basing this assumption on the dialogue? Because I heard his romance is very slow even in the best case scenario.

I haven't finished the playthrough, but I've been using a romance guide to know what convos should have a heart option and so far they've all been missing. I haven't reached the romance lock in moment yet though. But the missing flirts plus the fact that so far no one has managed to romance Lucanis and save Minrathous (despite multiple people specifically attempting that) does give the appearance that his romance gets locked out. And the specific dialogue you get with him (which Neve doesn't seem to have) makes it seem more intended than a bug
I'd like them to make it possible, but that doesn't mean that it's currently a bug. We know they've intentionally done weird things with romances before, this could be another one
