I live in Japan and purchased the game through Steam. During the character creation, I only have the options to show the character's shirt and bra/pants.
There is no way to completely toggle off the upper clothes to show scars and tattoos.
Anyone knows a way to fix this issue?
I’m having the same issue…I hope it’s a bug and not some weird restriction on Japan Steam…The toggle is completely missing from the settings menu

Yep. I looked everywhere and it’s not there. I thought it was weird at first that they’d give us chest and back tattoos and scars that we couldn’t even see. Learned later others have a toggle to turn shirts off.
Same for me. I asked Support if it was a bug or a restriction of Japan Steam and I have been told that it should be a bug.
I know of several other users here in Japan with the same issue that have also made inquiries, but so far there hasn't been a clear answer regarding this matter.
