Rituals of the Risen quest not appeared

Hello

I have just noticed after comparing completed Shadow Viper quests that the Rituals of the Risen quest did not appear for me.

No quest marker appeared and if I now go to the message board where the quest is collected you can not interact with it. This will also lock me out of the Last Rites quest and completing the The Soul of a City achievement/trophy.
