Shard of the Void always in effect even if not equipped

I just got the Unique Ring Shard of the Void from Arlathan Forest, I equipped it to try it out, and realized it caused me to not be able to heal from ally abilities (like soothing potion) due to the stacks of shock it gives me. However when I took it off, the effect still persists and I get stacks of shocked on my player whenever I cast an ability. This is ruining my current playstyle which is high risk high reward with the Maw of the Black City Unique Ring. 

I have tried re-equipping and unequipping the ring and restarting the game to no avail. If I load from a previous save, that seems to fix the issue, but the problem is the last hard save I made was so long ago I don't want to lose all my progress.
