Wintersbreath doesn't apply bonus damage against chilled enemies

The mage elemental orb wintersbreath effect nº2 says "+25% damage vs. Chilled enemies" but when i equip the orb its not described on rook damage details.

To contrast if i equip the ring Glacial Loop i have the "+20% damage vs. Chilled enemies" described on the damage details.
