    In this situation, it may be worth submitting another appeal and including as much information as possible to demonstrate that your account was compromised during that period. A separate appeal will be reviewed by a different member of the Terms of Service team.

No matter how much I protest, my efforts are in vain. In the end, I requested a refund for the copy of FC 26 I had purchased on Steam and—after considerable difficulty—repurchased the game via EA using my personal account. I simply don't have the time to deal with this anymore. If I could have at least unlinked the stolen EA account from Steam, that alone would have been enough for me.
