"Chat with us" not connecting

How long do I have to wait to be connected. 

I have been waiting over an hour with an eta of three minutes, I have tried re-launching the chat with us option, different browsers everything I can possibly find online.

I need to delete an old account that has linked to my Xbox account and it says I have to chat with someone to do it, however they never let me chat to someone!!!!
