Game doesn't recognize downloaded content

I have over 70 downloaded content for the sims 4 and the game isn't recognizing it while I am in the game. I have unistalled the game, reinstalled it, cleared the cache, and repaired it several times. There is no custom content or mods in the game. The EA app recognizes that I have downloaded content before I launch the game but after it launches and I go to play only base game items and worlds show up. There is no option to unistall expansion packs either. I can pull up the option to manage add ons but that is all I can do. It is disappointing because my 9 year old enjoys playing plus money down the drain....
