App wont open nor uninstall

At first i couldn't open sims, then i couldn't open sims via the launcher, then i couldn't open the launcher at all. Now i cant even uninstall the launcher. Ive tried task manager to make sure nothing is running, tried force uninstall via programs and features, ive tried to manually delete the files. Nothing so far. Ive even tried downloading the installer to see if theres a prompt to reinstall. idk what to do.
