Bought game on steam but ea play says it was downloaded by a different account

Im having a similar problem except with Sims 4, EA app wont log me in claiming network issues but if it does log me in it says "You don't have access. This title may have been downloaded to your device by another user who owns the game. Log in to a different account or restart the app to try again"
