Can't launch Madden 23 through the EA app on a Windows 11 PC

Summarize your bug I am trying to launch Madden 23 through the EA app on a Windows 11 PC. I can launch the game on my main user account, but when I switch to my son's account on the same PC (login in as a different user), I can launch the EA app, but he cannot play Madden. After I hit play, nothing happens - it does not launch. But then when I go into EA app, it says that I'm playing the game, even though it never launched. I have tried all of the following solutions: shutting down the EA app on the main account before launching my son's account, removing all family settings and game ratings from his account, trying to connect without internet, uninstalling and reinstalling the EA app and Madden, reinstalling the EA app and Madden on his local drive only, removing all start-up apps. None of those worked. I can still only launch from my main account. Please help!

Steps: How can we find the bug ourselves? Install the EA app with Madden on a PC. Create a second user on the PC through Windlows 11, and try to launch Madden from the second user.
What happens when the bug occurs? I can't launch on the second user.
What do you expect to see? That my son can play on his second user account on the same computer. There's obviously no way we would be able to play simultaneously because we can't both be logged in at the same time on the same computer.
I don't have anything additional.
