Command and conquer not loading: admin permissions granted no activity

Summarize your bug Bought command and conquer: the ultimate collection. Downloaded red alert 2 / yuri's revenge. when I click to launch the game, it looks like its about to work, then asks for administrative permissions (even though i run as admin on the desktop icon), i grant access, then it just brings me to the load screen. no error message or anything. i've tried the following: - run as admin - log in and log out - restart the computer - clear cache on EA app - uninstall / reinstall game and EA app - typed in NOSPLASHPRELOAD or -NOSPLASHPRELOAD into game notes on the EA app as per another discussion's resolution nothing is working.
How often does the bug occur? Every time (100%)

What happens when the bug occurs? absolutely nothing. no game loading
What do you expect to see? the game running.
