No idea then, but sounds as if this issue here would be the same or very similar. Can't vouch for those alternative libraries, but others seem to have had success, so if you want to give it a spin, it might work.

Try these steps:

Download and install all available Windows Updates

Run System File Checker to ensure the integrity of your Windows System files: http://support.microsoft.com/kb/929833

Perform a clean boot before starting the game: http://support.microsoft.com/kb/929135 or http://help.ea.com/en/article/how-to-clean-boot-your-pc/

@ksheng91 This error is most likely caused by the graphics driver doing something stupid and/or breaking something inside DirectX (ddraw.dll). The following might fix the issue, but can't guarantee it.

Does your Laptop have a dedicated graphics card or just the one built into the CPU?

Install the latest Intel GPU driver from here: https://www.intel.com/content/www/us/en/download/19344/intel-graphics-windows-dch-drivers.html

And if you've got a dedicated AMD or Nvidia card built-in, too, also grab their drivers.

If this doesn't solve the problem, find the game's executable, right click it, go to Properties, Compatibility tab, and try changing that to Windows 7 for example. If this doesn't work either, just disable the compatibility options again and wait for other suggestions.

Hey, i just did the clean up and nothing missing or need further action from sfc scannow. I will try on a restart and see if it fix my problem.

@Tmpst I have Intel® Iris® Xe Graphics and I followed your link provided and downloaded the available driver and when I was about to begin installing, the driver told I have a newer installed in my laptop (3 days old).
And, running the game in Windows 7 didn't work neither...

I used the solution in the accepted solution message by Daevawolf and now I can play the game but I only tried 1 skirmish game. https://answers.ea.com/t5/Command-Conquer-Games/Red-Alert-2-Yuri-s-Revenge-crashing-amp-freezing/m-p/9592434/highlight/true#M18874
And to use Origin app instead of EA app I did this solution by Teme78 https://answers.ea.com/t5/EA-General-Questions/switch-from-ea-to-origin/m-p/12371597#M404326
